
All the ducks are lined up. The votes will be in August and there will be three votes for all of the annexations. If you are reading this and you are angry that three people will decide to triple the size of our town, then I need your help.
I need a line of volunteers to show up 08/06/2008 at the city council meeting at 7pm. When the public forum starts, go to the podium one at a time and simply say your name, you are a resident of Los Banos, and you are against the annexations at this time.
The current council has a circle of friends and families that believe annexation is good for the city. They need to see and hear from others who do not want the city to continue to grow at this lightning pace.
We should demand that this type of change to our city be voted on by the citizens of Los Banos.
Don't let Apathy control our town anymore. This is our last chance.
Annexations are not normally a bad thing when they are done slowly in small pieces over time. Some council members are now convinced that large parcels of land should be annexed as quickly as possible. They argue that this allows for proper infrastructure to be planned. This is wrong because the General Plan will dictate what infrastructure is required so small amounts of land can be annexed as needed and still plan for the future.
If you are a council member reading this, do the right thing; table the annexations until after the election. Let the voters decide if this is what they want and eliminate the appearance of anything improper.

Why rush Annexation?
This exchange shows more debate is needed. This is a big change to the city. Let's take our time and hammer out all the issues before giving up our last control for growth. Once annexed, it will be built. Developers will start infrastructure immediately. As soon as they can get financing, they will pull permits and build despite depressed prices and smaller margins because all land value is down, the profits will still have the same buying power for more land as it did before and the cycle of development will continue. Developers need out of the carrying cost of the land and will take what they can get right now for their high priced land and re-invest the smaller profits in low priced land with cheaper carrying cost.
I am one person looking at the reasons not to annex. I am not the complete list of reasons and the summary and dismissal of my arguments is a debate tactic, but the citizens who made Los Banos their home deserve adequate representation on annexation.

The only arguments I have read put forward are personal attacks on the council members and the concept that stopping the annexation will somehow prevent the future development of the properties in question. So, would you please present an item by item reasoning for not annexing? It would help those of us as yet undecided whether to support your effort make up our minds.

CalNative asked what the reasons against annexation are. If you missed my earlier writings about this then here it is. Don't forget to ask why your leaders are not fairly debating the subject.
1) Loss of Agriculture lands. When the food is gone; so will be the people. Agriculture is largest industry in our county and brings in the largest share of income to our County. It is our golden-egg laying Goose.
2) Increased supply of homes means the price of your home will decrease.
3) We are asked to conserve our limited resources like electricity, natural gas and water. But what's the point in conservation if you are only going to enable them to build more users of these limited resources.
4) The appearance of fees to help compensate the increased demand on police and fire are not comparable to other cities like Ripon or Tracy. These cities are similar bedroom communities like Los Banos, but their fees are four times greater than our fees and development continues there.
5) We currently have a 10 year supply of homes.
6) The economy has slowed and we should move cautiously and with much debate.
7) The developers can not get the funding to build what they have now, they could not build on these annexed lands for years. In the mean time, the city will be required to pay for police and fire protection on these lands.
8) The special counsel from Sacramento Bill (forgot his last name), even said in the debate at the last city council meeting that the power of annexation is the last control a city council has for growth. Translation: once you annex it, it will be built-out and all the other controls we have are just window dressing.
9) Our town is littered with vacant lots, overgrown lawns from abandoned homes, graffiti and vandalism from pro-growth policies that were not well thought-out in the past. Those who forget history are doomed to repeat it.
10) I am not anti-annexation forever. I believe in growth. A growth at a rate of 5% a year is a healthy rate. A growth rate of 300 % is not a rate under control at all.
Anyone who was considering voting on annexation should be seen discussing these issues in public forums. If all you hear are the joys of annexation, then these are officials who are not fair minded and are purposely driven to a goal by motivations that leave us wondering why?
Summation of reasoning
To summarize your arguments:
1) The development of ag lands adjacent to the current city limits will not occur if this annexation is not passed. Local farmers are not willing to sell farmland to developers that is in county control.
2) Developers will build and place inventory on sale despite depressed prices and current excess inventory, if the land is annexed.
3) Large tracts of undeveloped ag land will place undue strains on emergency services, if this land is annexed.
4) No land should be annexed until Los Banos has a comparable fee structure to other cities.
5) No land should be annexed until in-filling of vacant property is completed and the crime problem is solved.
6) Annexation is the last reliable method of controlling growth.
It seems to me that the last one is the best argument. Farmers sell land regardless. With the water situation what it is at present on the Westside, don't be surprised if some get out of the business if the price is right.
Despite popular opinion, most developers are not complete and utter business idiots. They are not likely to pull permits and build until they can sell inventory at a reasonable profit. Unfortunately, most communities, as ours, require a percentage of permits be used or the developer loses them. That is the reason we still see a small number of homes built out at the present. The developers have to practically sell these at cost.
We could compare our fees to everyone and hold off until we pass fees comparable to everyone else. But in any business, isn't it more advantageous to have some things cost less to have an advantage? This is an area our city should review, however, I agree.
Waiting for crime to stop and every last parcel to be built on is not realistic.
